San Arroyo RFP: Recreation Lease & Agriculture Lease

The State Land Board occasionally releases Requests for Proposals (RFPs) initiatives such as disposition of land, leasing opportunities, and service contracts. Market-based responses for RFPs support the Board’s selection process of determining the most beneficial opportunities for the trusts in order to preserve the long-term value and income of the assets.

The State Land Board is pleased to release the San Arroyo Ranch RFP. It was announced on April 12, 2021. The San Arroyo Ranch is located 25 miles south of Fort Morgan in Adams county. View the RFP.

This RFP solicits competitive proposals for:

  • a 10-year agriculture lease, and
  • a 10-year recreation lease.

Interested parties may bid on either lease individually, or both leases combined. We will be accepting responses to the San Arroyo Ranch RFP from May 24, 2021, to June 4, 2021.  (Previous deadline was June 1. The deadline has been extended.)

Mandatory open house for interested parties

** IMPORTANT ** The tour scheduled for May 12 has been rescheduled for Tuesday, May 25. Thank you for your flexibility and we apologize for the inconvenience. We are glad for rain, but muddy conditions make it impossible to tour the property on May 12. 

The State Land Board will be hosting a mandatory open house tour of the property and attendance by the applicant or their representative is required in order to submit a proposal. RSVP for the tour

  • Party size is limited to three people per interested party.  
  • Vehicle access throughout the Ranch is limited to flagged two track roads and to fully view the property an ATV or UTV is recommended.  
  • There is a limit of three ATV’s or one UTV per party. 
  • Viewing of the home will be limited to one party at a time.

The open house occurs May 25, 2021.

Open house participants should RSVP by May 23, 2021, to ensure you receive pre-tour materials and to ensure we can comply with COVID precautions. 

NOTE: all attendees are expected to comply with all COVID safety parameters, including wearing masks and social distancing. The open house tour of the property is subject to change or cancellation due to COVID-19 restrictions.

The applicants need to consist of who will own cattle that are on the lease. That may only be XXXXX Ranch but if the individual partners will be running cattle

on the leased that are owned in their name, or for instance your name if you own cattle  those individuals should be listed as well.

Yes, the deadline for proposals is June 4th. We will not be able to consider anything submitted after that date.

Our agency has reached out to the original owner but to date have not received the information.

Yes, the bid that you submit on competitive bids is the amount you will pay for the entire period of the lease unless our standard lease rate is higher than the amount bid. In that case, the standard rate would be the rate that you would pay.


 There are 17 pastures of varying sizes.

  Yes, you can stock with any animal listed on our SLB Animal-Unit Equivalent Guide. If they are not listed, prior approval of the District Manager is required.  

We do not have an answer at this time. 

Only livestock owned by the lessee are allowed on State Trust land. Any animals not owned by the lessee would be considered a sublease. Proposals to stock feeders near the headquarters will be considered.
